Biography
Mr. Benedict Chia is Director General (Climate Change) from the National Climate Change Secretariat (NCCS) in the Prime Minister’s Office, Singapore. Prior to joining NCCS, Benedict worked on climate, sustainability and energy, in various government agencies such as Ministry of Finance, Ministry of Trade and Industry, as well as the Ministry of Environment and Water Resources.
Benedict has been actively involved in carbon markets work. He was the Vice-Chair of the ICAO Technical Advisory Body, which is responsible for assessing carbon credit programs for eligibility under CORSIA. Before that, he co-chaired the Emissions Unit Criteria sub-group, which drafted the eligibility criteria for carbon credits under CORSIA. He has recently been elected into the newly formed UNFCCC Article 6.4 Supervisory Body. On top of these multilateral responsibilities, Benedict oversees Singapore’s carbon markets strategy and policy.
Benedict graduated from Oxford University with a Masters of Arts in Economics & Management, and a Masters of Science in Development Economics.
